1. Information relative to any external dangers for and threats to the
security of the State of a military nature, defence plans, analyses and
forecasts, as well as the decisions and tasks stemming therefrom.
2. Structure, organisation and operation of the authorities of State government,
as well as of the Supreme High Command of the armed forces of the Republic
of Bulgaria in the event of a threat to the State and during an armed
conflict.
3. Location, equipment, guarding capacity and organisation of guarding
at the head offices of the authorities of State Government and at the
commandment of the armed forces in the event of a threat to the State
and during an armed conflict.
4. Organisation and operation of the communications systems of the authorities
of State government and the commandment of the armed forces at the different
levels of alert and in war.
5. Any data concerning the transition from a peacetime to wartime situation,
wartime plans and estimates, projects and measures aimed at ensuring the
defence capacity at the national level, at the ministries, provincial
administrations, municipalities with population exceeding 20 000 residents,
companies and organisations manufacturing military products. Any data,
plans and documents on the organisation of dispersion and evacuation at
the national level, at the ministries and other governmental structures.
6. Information on the planning, organisation and operation of the mobilisation
deployment of the armed forces.
7. Detailed structure of the armed forces and any data on their location
and shift, the real names, organisation, TOE strength and list strength
of the staff, the weaponry and the control systems of the country's armed
forces, different forces types, formations, task forces, regime units
and sites other than those included in the official exchange of data resulting
from the country's international commitments.
8. Information on the combat ability of the country's armed forces, different
force types, branches of force and special forces, as well as any potential
enemies and the envisaged areas and axes of military activities.
9. Data on the development, introduction, manufacturing and implementation
of new models, weaponry, combat material and munitions, and the developed
mobilisation yield for their production.
10. Summarised data on the imports and exports of weaponry, combat material
and munitions for the needs of the armed forces.
11. Combat missions of the armed forces and the operational field forces.
12. Data on the dimensions, status, location and intended use of any type
of wartime reserves for the country's armed forces and different force
types, branches of force and special forces, formations, task forces,
and regime units, and of sites intended for strategic or operational purposes.
13. Data on the status, dimensions, organisation and operations of the
country's military airports, sites and means of air defence, naval bases,
stations for basing and management of the Navy and coastal defence.
14. Organisation, forms and methods of defending the stations of management
and the telecommunications network of the State intended for defence purposes.
15. Organisation, location, tasks and operational capacity of radioelectronic
discrimination and the radioelectronic countermeasures.
16. Organisation, operation and technical means of radio reconnaissance.
17. Data on the allocation of radiocommunications frequencies for the
specialised formations of the Ministry of Defence, the Ministry of Interior
and the Ministry for Foreign Affairs.
18. Data on the communications system of the Republic of Bulgaria which
bear on defence and security.
19. Planning and implementation of any measures relative to the operational
camouflage of the troops.
20. Planning, implementation and results of research and development which
is particularly essential to the country's defence and security.
21. Information in the field of foreign policy unauthorised access to
which would seriously jeopardise the national security or might harm or
entail the threat of serious harm to the country's position in negotiations
with another State.
22. Data and documents on the domestic policy and military situation in
other States based on unpublished information the disclosure of which
might jeopardise the national security of the country.
23. Passwords and codes for access to devices producing, processing, storing
and transmitting information classified as "TOP SECRET".
24. Organisation, operation, security, methods and means of cryptographic
protection during the exchange of information classified as "TOP
SECRET", as well as any cipher cables protected by a cipher algorithm
intended to secure information thus classified.
25. Data on the organisation, forms and methods of operational activities
of the security services and operational surveillance activities of the
public order services.
26. Organisational and staff structure of the security services, as well
as any personnel data.
27. Identification data or data that might help identify persons who are
not servants but collaborate or have collaborated to security services
and to public order services.
28. Information on the special surveillance means, controlled deliveries
and consignments subject to discreet surveillance, in accordance with
the statutory provisions.
29. Data on the type, availability and characteristics of any special
equipment, weaponry, munitions, protective facilities, devices and material
used by the security services and the public order services.
30. Data received as a result of the application of special surveillance
means, controlled deliveries and consignments subject to discreet surveillance.
31. Information on any operational intelligence activities planned, carried
out and completed by the security services, any information and data received
as a result of those activities, as well as data enabling the identification
of persons having assisted or assisting the security services in those

32. Presentations, reports, information bulletins, statistical and any
other data concerning the operational activities of the security services.
33. Information on the budget funds and State-owned property allocated
and made available for special purposes.
34. The single registers of authorisations, certificates, confirmations
or refusals of access to classified information, and the security clearance
files kept by and stored at NISA.
35. Information relative to the production and storing of the seals bearing
the national coat of arms, and of the seals of the authorities of State
power.
36. Information exchanged between the Republic of Bulgaria and international

needs of the Bulgarian Army, of their increase or decrease, of the depots
and bases for weaponry and munitions (other than those officially disclosed
by virtue of international treaties), in respect of task forces and higher
components.
44. Any plans, data and summarised data on the status of operational training
in the territory of the country and on the construction of new sites for
military purposes.
45. Data on catastrophes and accidents with weaponry and combat material
of the regime units and sites, unless they require that an emergency situation
or disaster be declared.
46. Data on the organisational, technical and software protection of the
automated information systems or networks of the State administration,
the ministries, the authorities of State power and municipal authorities.
47. Information concerning the design, construction, supply with equipment
and operation of the telecommunications, teleinformation and postal networks
for delivery and transmission of information classified as a State secret
and used for the needs of the armed forces, the security services or other
organisations in view of the security of those systems or networks.

defence and security of the State.

and photomaps of sites and fields essential to the defence and security
of the State.
55. Geodesic, cartographic material, digital models, raster images containing
information on the location, type, nature or intended use of the sites
essential to the defence and security of the State.
56. Summarised data on the relief and nature (structure) of river and
sea beds. Elements defining the hydrological regime of coastal waters
in real time (except for the fairways open for international navigation).
Data on the established cross-points for troops at the rivers of the Republic
of Bulgaria.
57. Data and plans on the functioning of electrical power stations, hydrotechnical
facilities, dam walls, water treatment plants, railway junctions, gas
pipelines, oil pipelines, main water pipeline routes, and water supply

59. Information on the preparedness, organisation and use of railway,
road and water transport and the guarding of communications sites in the
event of advanced alert of the State and in war.

bodies and provincial governors at the different levels of alert.

of a nation-wide importance the disclosure of which might affect the further
progress of negotiations.
85. System of ensuring monetary resources at State-owned banks and enterprises
producing bank notes and coins.
86. Limits of the special reserve of State bank notes and coins at the
Bulgarian National Bank.
87. Information on the organisation and ensuring the transport of bank
notes and coins exceeding the equivalent of Euro 500 000 and organised
by State-owned banks and enterprises producing notes and coins.
