The application of the preparatory documents exemption by the public bodies as grounds for refusing access to information led to court cases that resulted in the precision of the limits of its applicability in a number of court decisions.

 

Such cases are:


The case of Yordan Todorov (168 Hours newspaper) against the refusal of the Minister of Interior to provide information regarding decisions and orders for lodging released from the housing department of the Ministry of Interior.
 
The case of the Environmental Association For the Earth against the refusal of the Ministry of Environment and Waters to provide access to copies of records of public discussions, within the preparation of Environmental Impact Assessment of projects and activities.

 

The case of Anton Gerdzhikov against the refusal of the Ministry of Foreign Affairs to provide information about the  position and the measures taken by the Bulgarian government in terms of the removing of the statue of the founder of the Bulgarian state in the town of Zaporojie.
