Representatives from central administration - Ministries, state agencies, executive agencies, officers from local administration, AIPF coordinators in the country, and journalists participated in the seminar.

At the seminar, AIP presented the results of the sociological survey "Fulfillment of the obligations under APIA by the bodies of the Executive Power," conducted at the end of 2001. Gergana Jouleva, AIP's Executive Director, discussed how the executive bodies execute their obligations under APIA one year after the adoption of the law. Docho Mihailov from the Agency for Socio-economic Analysis presented an interpretation of the results from the survey.
In the second part of the seminar, Katina Kliavkova from AIP presented the legal framework of seeking and providing information within the executive power. Fany Davidova, also from AIP, presented the attitudes toward seeking and providing information as well as the collected refusals of information for 2001 in AIP database. The Foundation's lawyer, Alexander Kashumov, spoke about the control over the obligations under APIA by the bodies of the Executive power.

The seminar was held within the framework of the project "Advocacy for the implementation of APIA and judicial review" financially supported by the Open Society Foundation - Sofia.
