In June 2012, the citizen Liliana Valcheva filed an electronic request to the Regional Inspectorate on Education – Haskovo demanding access by e-mail to all available information – orders, letters, minutes, etc. – related to measures undertaken after her letters for alleged wrongdoings in a high-school in the town of Topolovgrad.
Silent refusal on an APIA request is inadmissible and only on that ground is subject to repeal 05.12.2012
On that ground, the Administrative Court Sofia City repealed the silent refusal of the Prosecution Office on the request of the civil activist from the town of Varna, Kancho Bonev. The latter wanted to know on which requests did the Prosecutor answered personally, and on which did authorized prosecutors.

The information was requested at the end of 2009 by the Association Center for Non-governmental Organizations in Razgrad. Besides the conflict of interests declaration, the NGO sought access to the job description, education background and qualification data of a senior official in the agency.

In July 2010, the journalist from “Duma” newspaper Vesselka Venkova filed a request for access to information “on the travel expenses made for the flights of Prime Minister Boyko Borissov with “Aviosquad 28” in the country, for the period from his inauguration on 27 July 2009 to 30 June 2010”. The request was addressed to the Minister of Transport, Information Technology and Communications. He forwarded it to “Aviosquad 28.”

In the summer of 2011, three different media journalists – one TV (Victoria Petrova from bTV), another from a radio station (Ilia Valkov from Darik Radio) and the third from a print media (Pavlina Zhivkova from Banker weekly) filed similar requests for access to information to the Ministry of Finance.
AIP has provided legal assistance in a number of cases in which citizens and journalists have sought information about the money received by public officials.
There has been practice within Bulgarian authorities to withhold internal documents related to public procurements. In August 2012, there was a positive step towards opening that kind of information.
